This kind of campaign is usually set up using the same parameters of a Search Network campaign, including a budget, relevant keyword, and bids. However, on Google Display, bidding is automated, and the ads shown are selective, to be able to reach the right audience. Budget priority always goes to Search Network, whereas your ad will be featured on Google Display Network if there are sufficient resources in the budget.
